WAPDA Announces Major Overhaul of Residential Accommodation Policy

The Water and Power Development Authority (WAPDA) has issued sweeping amendments to its Centralized Residential Accommodation Policy 2025, marking one of the most significant organizational housing reforms in recent years. The comprehensive office order, released by the Services & Estates Directorate on Monday, outlines a strict restructuring process aimed at increasing transparency, fairness, and optimal utilization of WAPDA’s official housing units across the country.
According to the detailed notification issued by Director (Services & Estates) Muhammad Imran Akhtar, the Authority has approved a complete reorganization of allotment procedures, timelines, and responsibilities in order to ensure that residential facilities are available to rightful employees strictly on merit.
Non-WAPDA Employees to Vacate Within Six Months
In a decisive move, WAPDA has ordered that all residential units currently occupied by non-WAPDA employees must be vacated within six months.
The process will unfold in two stages:
1. Phase 1 (Three Months): Swapping of residences between LESCO, NTDC, and WAPDA will be carried out to ensure WAPDA employees are placed in WAPDA colonies and vice versa.
2. Phase 2: Any remaining non-WAPDA occupants will be evicted if they do not vacate voluntarily.
The Authority emphasized that disputes should be resolved amicably, but warned that eviction proceedings will begin immediately if deadlines are violated.
Tenure Limits to Be Enforced Strictly
The revised policy reiterates that all housing allotments are valid for 7 years for officers and 10 years for officials. Employees who have completed these tenures must vacate their accommodations before 31 May 2026.
WAPDA clarified that the tenure count will begin only when the occupant physically occupies the allocated residence — ending the long-standing practice of holding units without moving in.
Merit Lists to Go Public and Updated Monthly
In a major transparency initiative, all General Managers have been ordered to upload complete accommodation waiting lists — for every category — on the WAPDA official website no later than 10 December 2025.
These lists must be updated every month to avoid discretionary allotments and favoritism. This step directly addresses concerns raised in past years regarding opaque and selective allotment practices.
New Housing Construction Announced
To cope with rising demand, WAPDA has approved the construction of:
100 new flats for BPS-1 to 16 employees
20 new flats for officers in Lahore

Member Finance has been tasked with ensuring timely availability of funds.
Compassionate Allotments and Upper Mall Bungalows
Compassionate allotment cases will now be handled strictly on a case-to-case basis, with final approval from the Authority.
Allotments in Upper Mall Colony Lahore will be regulated through a centralized waiting list requiring approval from Member (Finance).
 BPS-1 to 16 Allotments Decentralized to General Managers
 In another procedural shift, General Managers have been empowered to allot residences to BPS-1 to BPS-16 employees directly. They have been held accountable for maintaining merit and transparency in these decisions.
 Allotment of houses for BPS-17 and above will remain under the control of the concerned Member, based strictly on visible merit lists.
 Accommodation Retention on Transfer
 Employees transferred to another station may retain accommodation until their children complete the academic year — up to end of May or November, depending on circumstances.
 Chairman WAPDA Emphasizes Transparency and Fairness
 The Chairman WAPDA has underscored three guiding principles for all future housing policies:
 Fairness & Transparency
 No discretionary or personal benefit to individuals
 Promotion of wider community benefit over select advantage
 These principles form the backbone of the newly amended policy framework.
 Policy Stands Amended to This Extent Only
 WAPDA clarified that the 2025 Residential Accommodation Policy remains valid in its entirety except for the updated clauses announced in this notification.
 All General Managers have been ordered to ensure strict compliance without exception.
